Joe Kelly, Chief Executive Officer
Joe Kelly is a seasoned entrepreneur and technology leader with a track record of building innovative companies that transform how businesses operate.
Joe founded Business Network Consulting, Ltd. (BNC) in 1997 and expanded into Texas through a strategic acquisition in 2007. Under his leadership, BNC has become one of Colorado’s Top 100 privately held companies and earned recognition from Inc. Magazine as one of the nation’s fastest-growing companies for five consecutive years.
In 2010, Joe launched Legal Workspace, Inc., a pioneering private cloud solution designed specifically for the legal industry.
Continuing his commitment to innovation, Joe founded Cybercompliance Partners, Inc. in 2024—a cybersecurity and compliance firm focused on serving the Aerospace and Defense Manufacturing sectors.
Unlike many IT firms today, Joe’s companies remain independently owned, free from Investor influence. This independence allows them to prioritize long-term relationships, exceptional service, and integrity over short-term investor returns. Many BNC clients have partnered with the company for decades, often until retirement, because the guiding principle has always been: do what’s right for the customer.
Splitting his time between Dallas and Denver, Joe is a hands-on entrepreneur passionate about leveraging technology to make business easier and more effective. He is an active member of both the Young Presidents’ Organization (YPO) and the Entrepreneur Organization (EO).

Kevin France, Chief Operating Officer
As COO, Kevin is responsible for the management of day-to-day operations as well as piloting strategic direction and initiatives. He oversees everything from operations and human resources to contracts and marketing.
Kevin’s professional experience includes strategic IT leadership leading tech-based organizations at a senior level and developing strategic partnerships to implement technologies that can be integrated into the private sector, including development of multiple patents. Kevin holds an MBA, graduating with honors from Regis University, and a BSc in Business Administration and Communications from the University of Colorado.

Ray Champagne, IT Services Manager
Ray is the IT Services Manager at BNC. He is responsible for the BNC Service Desk operations, as well as managing the Dallas engineering team and our sister business, Legal Workspace.
Ray started his career in IT as a software developer and parlayed his passion for directing high-functioning teams into a career in IT management. Prior to arriving at BNC in 2022, he ran the IT operations for both public and private companies. Ray is a graduate of the University of New Hampshire, holding a bachelor’s degree in Mathematics.

Shaun Catlin, IT Services Manager
Shaun is the IT Services Manager at BNC. He is responsible for the Dallas engineering team, it’s clients and customers in the Texas region. Shaun started his career in IT as an Engineer in law firms and has since progressed to directing and managing large teams. Prior to arriving at BNC in 2024, he was performing day to day operations for small MSPs in the Atlanta market and acted as vCIO for many companies. Shaun holds board positions at various non-profits in the Atlanta area. He is fluent in Thai and English and has A2 fluency in French and Spanish. Shaun is a graduate of KSU in Business Administration and holds a MBA in Cyber Security from Harvard Extension School.

Tony Richey, IT Services Manager
Tony is one of the IT Services Managers, responsible for the Denver engineering team and the Cybersecurity Maturity Model Certification Program at BNC. Tony started his career as a Network Administrator in 1992 and is a technology leadership expert. He founded Renaissance Networks in Albuquerque in 1997 and has been working with small business owners for over 20 years.

Todd Strong, Sales Manager
As Sales Manager at Business Network Consulting – BNC, Todd Strong is responsible for spearheading the sales strategy for the Dallas and Denver teams. Kelli is a seasoned finance/accounting professional with over 3 decades of experience in managing financial operations and guiding strategic financial decisions. She is known for her meticulous attention to detail, analytical mindset, and ability to drive financial performance that align with BNC’s goals and objectives.
